Perhaps it is because some of the cases of BSE are derived from cattle that were fed infected feed when very young and perhaps others are infected when fed it as milking cattle producing milk when older.
Considering the amount of meat and bone meal that was exported by the UK during the epidemic rise of BSE it is not clear how this can have been all of the cause for difference in case numbers between different countries.
