Chow mein (Simplified Chinese: 炒面; Traditional Chinese: 炒麪/炒麵; Hanyu Pinyin: chǎomiàn; literally "stir-fried noodles") is usually a stir-fried dish consisting of noodles, meat, and vegetables.
It is often served as a specific dish at westernized Chinese restaurants with soy sauce and vegetables such as celery, bamboo shoots, and water chestnuts.
In Chinese-speaking areas, chow mein is simply a generic term for a dish of stir-fried noodles, of which there are hundreds if not thousands of varieties.

I've had chow mein noodles in restaurants that appear to be darkened with soya sauce, but are dry (gon chow) inspite of shreds of vegetables and meat mixed in.
Typically, Shanghai-style chow mein (fried noodles) is referring to those thick soft noodles.
Shanghainese "chow" their thick, soft noodles in plenty of oil and dark soy sauce, with meat and cabbage (??) mixed in to the noodles (not poured on top).

When I was young, the difference between chop suey and chow mein was that chop suey was the glop (usually with bits of meat in it) served over rice and chow mein was the identical glop served over chow mein crispy noodles.
You left out American Chow Mein, which is made with ground beef, stewed tomatoes, oregano, salt, pepper and elbow macaroni.
