A variation we've thought of for making the bolognese sauce (but haven't tried) would be to fry the bacon first and then add the onions and carrots, cooking them using the fat released by the bacon.
First make the bolognese sauce (which can be made ahead and then refrigerated), then make the white sauce, and finally assemble everything and bake it.
You will have a decent amount of bolognese sauce left over (which is great over pasta), but should have almost no white sauce left over.

JTiedes - HP sauce (HP stands for Houses of Parliament as this is where it was originally created) is a ketchup consistency sauce - brown, vinegary and full of spices- not Hot, just flavoursome and tangy - hard to explain really, but is a staple in bacon sarnies and fry-ups.
Tomato sauce is for little kids, HP is the PWNAGE.
I'm going to guess HP is some form of steak sauce or an off kind of worcestershire.
