 Drug Control: DOD Operated Aerostat Ship Although Conferees Denied Funds
The Army believed the SASS ships to be more capable than the SBA ships and therefore decided to operate one SBA and three SASS ships in a counterdrug role, use one SBA ship for an SBA/SASS comparison test of operational capabilities, and place three SBA ships into storage.
This report discusses (1) the Pentagon's efforts to combine Army and Coast Guard missions in the Caribbean and (2) the Defense Department's use of funds in fiscal year 1992 for the operation and maintenance of sea-based aerostat ships for purposes not authorized by Congress.
After comparing both the costs and operational effectiveness of the SBA and SASS ships, the Army concluded in the summer of 1992 that the SBA ships were a better value than the SASS ships and opted to retire the three SASS ships instead.

Total includes the total number of ships (1,000 GRT or over), total DWT for those ships, and total GRT for those ships.
GRT or gross register tonnage is a figure obtained by measuring the entire sheltered volume of the ship available for cargo and passengers and converting it to tons on the basis of 100 cubic feet per ton; there is no stable relationship between GRT and DWT.
DWT or dead weight tonnage is the total weight of cargo, plus bunkers, stores, etc. that a ship can carry when immersed to the appropriate load line.

Passenger ships - usually defined as a ship carrying more than 12 passengers - on international voyages must comply with all relevant IMO regulations, including those in the SOLAS and Load Lines Conventions.
While there could be no doubt that such ships were being built, designed and operated in compliance with applicable IMO standards, the time had come for IMO to undertake a holistic consideration of safety issues pertaining to passenger ships, with particular emphasis on large cruise ships.
The STCW Convention, as amended since 1995, includes specific training requirements for crew on passenger ships, such as training in crowd management, for use in emergency evacuation.

Steam competition was limited compared with the coastal trades until developments in the efficiency of steam engines gave them a sufficient margin over Sail on longer routes, for major developments also occurred in the capacity and efficiency of sailing ships for the long-distance bulk trades right into the 1900’s.
When coastal shipping is measured in terms of the tonnage of shipping movements, Steam was already predominant over Sail in 1880 by a large margin, reflecting the ability of even steam ships of quite primitive capability by modern standards to out-perform a fleet of sailing ships of similar tonnage.
Although the majority of locally registered ships up to World War I were sailing ships and their total tonnage remained significant into the 1900’s, the greater capacity of steam ships for frequent and regular passages saw Steam activity predominating over Sail in the coastal trades before 1880 even when judged by numbers of ships.

Ships armed with 40 guns or more were of the "first class"; those carrying fewer than 40, but more than 20, guns were of the "second class." The name source for the second class was expanded to include the principal towns as well as rivers.
Civilian-manned ships of the Military Sealift Command (MSC) are not commissioned ships; their status is "in service," rather than "in commission." They are, nonetheless, Navy ships in active national service, and the prefix "USNS" (United States Naval Ship) was adopted to identify them.
Most of these mass-produced antisubmarine patrol and escort ships were named in honor of members of the naval service killed in action in World War II.

The C-class were light cruisers of the Royal Navy, and were built in a number of sub-classes known as the Caroline (six ships), Cambrian (six ships), Centaur (two ships), Caledon (four ships), Ceres (five ships) and Carlisle (five ships) classes.
During WWI, the class underwent a variety of alterations, including the removal of the 4-inch guns in Caroline, Carysfort and Comus, being replaced by two extra 6-inch guns, while Cleopatra, Conquest and Cordelia retained one or two of the 4-inch guns, with two 2-pounder guns being added to some of the ships.
The Caroline, Cambrian and Centaur classes were all scrapped or consigned to minor roles, such as training ships, by the 1930s.

The ships would be the first of a new generation of fast, combat ships with modular plug and play systems for missions such as minesweeping, anti-submarine warfare, surface warfare and intelligence missions in shallow-water areas like the Gulf.
The requirement laid down by the navy was that the ships have sprint speeds of at least 40 knots, long-range transit distances of over 3,500 miles, and be able to launch and recover manned and unmanned aircraft and seaborne vehicles.
The navy envisions the ships as a platform for prepackaged systems that could be loaded on or off in a day, depending on the mission, be it to track submarines, locate mines or penetrate coastal defenses.
